កញ្ញា ចាន់ បូនីកា បានបញ្ចប់ការសិក្សាថ្នាក់បរិញ្ញាបត្រជាន់ខ្ពស់ផ្នែកនីតិអន្តរជាតិសាធារណៈនៅសកលវិទ្យាល័យ Jean Moulin Lyon 3 នៅក្នុងឆ្នាំ២០២០ (ក្រោមកម្មវិធីអាហារូបករណ៍របស់រដ្ឋាភិបាលបារាំង) បន្ទាប់ពីបានបញ្ចប់ការសិក្សានៅវិទ្យាល័យបារាំងនៅទីក្រុងសេអ៊ូល និងបរិញ្ញាបត្រពីសកលវិទ្យាល័យភូមិន្ទនីតិសាស្រ្ត និងវិទ្យាសាស្រ្តសេដ្ឋកិច្ច និងសកលវិទ្យាល័យ Lumière Lyon 2 នៃប្រទេសបារាំង។ កញ្ញាបានចុះកម្មសិក្សានៅក្នុងនាយកដ្ឋាន អឺរ៉ុប និង ហ្រ្វង់កូហ្វូនី នៃក្រសួងការបរទេសនិងសហប្រតិបត្តិការអន្តរជាតិនៃព្រះរាជាណាចក្រកម្ពុជា ហើយកញ្ញាក៏បានចូលរួមធ្វើការជាមួយអង្គការមិនមែនរដ្ឋាភិបាលអន្តរជាតិមួយ ដែលមានឈ្មោះថា "Avocats Sans Frontières" ។

Ms. Chan holds a Master’s Degree of Laws, major in international public law, from University Jean Moulin Lyon 3 in 2020 (under the French Government Scholarship program), after graduating with a French baccalaureate from the French School in Seoul and obtaining a dual Bachelor’s Degree  of Laws from the Royal University of Law and Economics, with respect to Cambodian law discipline, and University Lumière Lyon II, with respect to French law discipline. 
She used to intern in the Europe and Francophonie department at the Ministry of Foreign Affairs and International Cooperation in Cambodia, and also worked with an international NGO Avocats Sans Frontières.
